Garro is a name that also exists in bizkaia. The farmhouse with this name is in the munitibar area in the basque country on the border with france. I had a great uncle there whose last name was garroguerrtcaechebarria. Others with that name who immigrated to idaho from the basque country shortened their last names to garro because the longer version was difficult to use in the u.s.. my family shortened the name to guerry for the same reasons.
