Sorry for bothering but your information is indeed incorrect in a very disrespective way! Firstly, this name is Uzbek name and I never heard Kazakh people whose name is Otabek! This name is pure Uzbek name, as you realised that there is Bek in both "Uzbek" and "Otabek". "Ota" is an uzbek word for "Father" in a formal way. "Bek" is a word which is used in basicly 17th-18th century in the middle Asia, historical Uzbekistan or Beklik. "Beklik" was city or more precisly District or Region. "Bek" was the position of a Governor of this District. So, "Otabek" means "father of beks", "father of cities", "father of Gvernors"... Thank you!
